The era “post Internal Market” had commenced and progressively it became obvious that the “Challenge 1993” was not the expected success story. At least not as far as the new customs environment was concerned. Huge frauds were detected in the Community Transit.
A first Inquiry Committee of the European Parliament had to reassess the transit regimes. The Commission had to reply by an Action Plan and it was only during the summer of 2OO1 that the Transit Reform was approved and ready for implementation. An improvement thanks to the input of the professionals.

During the nineties the reform of procedures with economic impact of the Customs Code was also prepared. At the end of the nineties under the impetus of multinationals the “one Stop shop” appeared.
